几十年前，一伙倭寇袭击沿海，被明朝大军拿下，其首领东野吾郎被斩首示众，首级悬挂于城门之上。谁知东野吾郎早有遗书，他安排自己精通汉语的妻子假扮汉人，将两个孩子送了人。 几十年后，明朝倭寇之乱已近平息。常德府捕快卜曼痴迷工作，业绩直逼上司，被派往全国模范县桃源县担任巡检司巡检。 桃源县穷乡僻壤，但民风淳朴，十几年未出一件大事。卜曼带着两个半吊子捕快—追风和夺命，在这里结识了为人谦和的县令刘东崇，医术精湛的女仵作沧衣，一切看起来都其乐融融。但桃源县有座不知供奉着什么神的庙，引起了卜曼的注意。 风平浪静的县城却在卜曼到来后接连发生了一系列神秘的案件，卜曼不忘初心誓死追查，终于揭开了小小的县城里蕴藏着的关乎大明社稷的秘密。
